When working with the Webflow API using Zapier or via scripts in Airtable, I often encountered an "InconsistentPublicationsError." The error would magically disappear after publishing to staging and production domains.
Matthew P. Munger provided an explanation of the error and suggestions of workarounds so one can continue building and not encounter the error message.
Yep, the domains must all have same publish time/state in order to push items live via the api or in the Designer.

Use draft pages to keep them solely in the Designer.

Use password protect pages to keep the url public but content protected.
If it’s an existing page, duplicated it and create a new version. Then when they time comes draft/delete the old page and change the url to the new page.
Similar flow for CMS items, utilize duplication, draft, and archive for versioning of content.
